SAMWU Mangaung on Full Blown Strike

The South African Municipal Workers’ Union (SAMWU) in Mangaung has served the employer with the intention to go on a full blown strike. As of 16 May, workers at the municipality have withdrawn their labour until such time that their demands are met.

Workers demands include;

The immediate cessation of daily political interference of Councillors/MMCs in the administration of the municipality

Illegal termination of temporary workers employment contracts (in all Departments) in contrary to L.L.F Agreement around absorption of all temporary workers who have being in the system for more than three months.

Unpaid Salaries to Temporary Workers for a month ended 25 April 2017 to date, e.g. in purification ,facilities and other department

Non implementation of L.L.F agreement : absorption of temporary workers

Salary Adjustment/Payment of Salaries Employee in terms of the status of Mangaung Metro Municipality.

The Employer delaying strategy on finalisation and or implementation of Task Job Evaluation Processes

Deal away with Outsourcing and Privatisation of municipal services in all Departments e.g. Finance (Metering Section), --Water & Sanitation Section (Plumbing/ maintenance), Centlec (Utilisation of Ikageng Private Electrical Company to maintain streetlight and installation of electricity pre –paid meters). --

Solid Waste Division (Utilisation of Private Companies for Refuse Removal), Fleet Management Management Division ( Unrepaired Compaction Vehicle due to utilisation of private companies)

Non Sitting of L.L.F meeting on monthly basis, as per requisite of the Main Collective Agreement.

Illegal Appointment in contrary to Mangaung Employment Policy.

Non Provision of Personal Protective Equipment’s in totality ( P.P.E)

Shortage of Fleet and other Administration resources to all departments.

Poor Standard at Mechanical Workshop

Non implementation of Equal Pay for workers in Law Enforcement Division and other Departments

illegal Transfer of employees across all departments

Selective implementation of Overtime Payment worked by employees in different departments.

Delay strategy incorporating and or placing employees of Naledi and Soutpan into the new Organogram of Mangaung Metropolitan Municipality.

Exclusion of Municipal employees in implementation of Debt incentives Scheme) for Municipal Service (Rates/Sanitation/Water Discounts).

Continuous acting in Higher Positions without filling the vacancies in the Municipalities

Illegal clocking system in Centlec

Victimization of Centlec employees and Silencing of the Union by charging Shopstewards

Nepotism

Illegal Appointments of Section 56/57 in the Administration

Non operation of Fire Station in Phase 3

Rife racism in Mangaung e.g. at Fire Division and Libraries

The implementation of L.L.F agreement on money taxed be paid with immediate effect.

Workers will today (16 May) be delivering a memorandum of of demands to the City and Centlec, an entity of the municipality which will be followed by protests and picketing as a programme of action. Workers are resolute that they will not be returning to their work stations until all these demands are met.
